the choice of forward technology for the TDR baseline.
Chris Hearty gave a presentation on forward advisory
committee recommendation, slides at

The committee recommends the hybrid option as the
baseline for the TDR. See the slides for the full
recommendation and comments. Claudia and Frank
will meet to consider the recommendation.
