Christine Aidala (Michigan) and Andrea Bressan (Trieste) provided brief updates on the growth of the EICUG (7% increase in membership since July), noted that Rolf Ent has replaced Rik Yoshida as the JLab appointee to the Steering Committee (SC), and commented on material relevant to the EIC in the Briefing Book for the European Strategy Update for Particle Physics, which came out Sep 30.

We heard brief introductions from Aleksandrs Aleksejevs to Memorial University of Newfoundland in Canada and from Debasish Das to the Saha Institute of Nuclear Physics in India as institutions that recently joined.

The main item of discussion was the proposed plan for the EIC Physics and Detector Conceptual Development and preparation of Yellow Reports, which was presented by Rolf Ent (JLab).  

-There were various comments on the short notice for the kick-off meeting in December.  The SC as well as Barbara Jacak (UC Berkeley) noted that at the Department of Energy the EIC seems to be moving forward more rapidly than expected, which is certainly positive news overall but has compressed timelines.   The dates of the 2020 meetings will be fixed soon, by the date of the Web EICUG meeting on the 24th of October.  It was requested that IB Members provide input from the different countries on dates to be avoided due to superposition with local important meetings (funding agencies, reviews, national meetings,...).

- Abhay Deshpande (Stony Brook) and Rolf Ent (JLab) commented on the importance of a yellow report with two experiments (discussing cancellation of systematic effects and complementarity).

- There was a request to record meetings and discussion to allow members who cannot attend to be informed.  This will be investigated.  Recording via Bluejeans should be straightforward, but a practical location to store and access lengthy audio or video files will need to be found.

- Barbara Jacak (UC Berkeley) suggested to use Slack or something similar for real-time messaging within groups working on a particular project or using particular software packages.

- It was in any case underlined the importance of having real-time discussions.

- The possibility to cluster in two places (US and Europe) to allow participation and real-time discussions while avoiding long travels was discussed within the SC and will be looked into further.

- Ivan Vitev (LANL) proposed to modify the items: 

Hadronization and fragmentation -> particle transport in matter and hadronization; 

Other (jets) -> Jets and heavy flavour
   and said that due to past and recent work on the subjects they can work on and coordinate this effort.

- Andreas Metz (Temple), commented that the bullet (3D structure) is probably too wide and could be split into TMD and GPD.

- Ernst Sichtermann (LBL) said that the structure of the groups and their coordination, even if they hope that it will be well advanced, will not be fully frozen for the time of the kick-off meeting.
