    We investigate whether NLO BFKL evolution is capable to describe the energy dependence of the exclusive photo-production cross-section of vector mesons J/Psi and Upsilon on protons.     The problem of the timelike Pomeron coupling to light mesons and photons is considered in light of the available data on high-energy meson-proton and gamma-proton scattering. Possible correspondence of f2(1950) resonance to the Pomeron ground state is argued.
